RE: Issuance of Receipts and Registration Applications by Volunteer Deputy Registrars (NEW APPLICATION FORM)

The Texas Election Code requires volunteer deputy registrars (VDR) to issue a receipt to the applicant and provide a duplicate of the receipt to the county registrar. The Election Code requires this receipt to be “furnished by the registrar.”  Tex. Elec. Code § 13.040(a). The purpose of these receipts is to provide accountability for VDRs with both the voter they register and the voter registrar for whom they are acting as a deputy.

13.040(e) provides that our Office may provide alternate procedures that ensure the purpose of maintaining accountability. With that authority, our office is making available a voter registration application with a VDR receipt for the voter along with information for the voter registrar regarding the VDR who obtained the application. This (PDF) form may be found online.

As the county voter registrar, you may print these forms and provide them to VDRs in your county. In the alternative, VDRs may print these forms on their own for use in registering voters in Texas.
