Proclamation 41-3554

TO ALL TO WHOM THESE PRESENTS SHALL COME:

WHEREAS, a disaster proclamation was issued on Wednesday, August 23, 2017, certifying that Tropical Depression Harvey posed a threat of imminent disaster in specified counties in Texas including the County of Aransas; and

WHEREAS, Tropical Depression Harvey was upgraded to a hurricane which struck the Texas coast on Friday, August 25, 2017, causing substantial destruction in South, East and Central Texas; and

WHEREAS, facilities within the boundaries of Port Aransas Independent School District are inaccessible and unusable for conducting district business that is accessible by the public; and

WHEREAS, the board of trustees of the Port Aransas Independent School District must meet to approve a budget for the district prior to August 31, 2017, in order to ensure the continued education of the district’s students in the wake of Hurricane Harvey, and

WHEREAS, damage caused by Hurricane Harvey has rendered the board of trustees of the district physically incapable of conducting a telephonic meeting located within the district between now and August 31, 2017; and

WHEREAS, it is in the public interest that a duly adopted budget and other important business of the district be conducted in a timely manner that promotes public access to the greatest extent possible during the disaster caused by Hurricane Harvey;

NOW THEREFORE, I, GREG ABBOT, Governor of the State of Texas, pursuant to the authority vested in me by section 418.016 of the Texas Government Code, hereby suspend Section 26.007(b) of the Texas Education Code and Section 551.125(d) of the Texas Government Code for the limited purpose of allowing the board of trustees of Port Aransas Independent School District to hold a telephonic meeting within a reasonable distance of the district on or before August 31, 2017.

In accordance with the statutory requirements, copies of this proclamation shall be filed with the applicable authorities

Proclamation 41-3555

TO ALL TO WHOM THESE PRESENTS SHALL COME:

WHEREAS, Hurricane Harvey hit the Texas coast on Friday, August 25, 2017, causing massive destruction along the Coastal Bend before moving up the Texas coast into Central and Southeast Texas resulting in unprecedented flooding and tragic loss of life; and

WHEREAS, Texans have remained strong throughout this ordeal, with neighbor helping neighbor by wading into the flood waters or sorting through wind damage to rescue fellow Texans; and

WHEREAS, the people of Texas are grateful for the outpouring of support and resources from around the country and around the world that have been sent to Texas to assist with the damage as we begin the process of healing and rebuilding; and

WHEREAS, throughout our history, Texans have been strengthened, assured and lifted up through prayer; and

WHEREAS, it is right and fitting that the people of Texas should join with their fellow residents and with others from across the country and around the world to seek God’s wisdom for ourselves and our leaders and ask for His merciful intervention and healing in this time of crisis;

NOW, THEREFORE, I, GREG ABBOTT, Governor of Texas, pursuant to the authority vested in me by the Constitution and Statutes of the State of Texas, do hereby proclaim Sunday, September 3, 2017, as a Day of Prayer in Texas. I urge Texans of all faiths and religious traditions and backgrounds to offer prayers on that day for the safety of our first responders, public safety officers, and military personnel, healing of individuals, rebuilding of communities and the restoration of the entire region struck by this disaster.

Proclamation 41-3556

TO ALL TO WHOM THESE PRESENTS SHALL COME:

WHEREAS, I, GREG ABBOTT, Governor of the State of Texas, did issue a series of proclamations declaring a state of disaster in 58 counties of Texas as a result of the catastrophic damage caused by Hurricane Harvey; and

WHEREAS, millions of Texans have been impacted by this disaster, including many who have been displaced from their homes and have temporarily relocated to other parts of the state that are not a part of the declared disaster area; and

WHEREAS, many Texans impacted by this disaster are particularly vulnerable to economic exploitation during this challenging time; and

WHEREAS, Texas law prohibits price gouging and gives the attorney general the authority to prosecute anyone throughout Texas who takes advantage of a declared disaster by charging an exorbitant or excessive price for fuel, food, medicine, or any other necessity; and

WHEREAS, I am assured that the Attorney General and other law enforcement officials throughout Texas will seek to identify and vigorously prosecute those who use price-gouging to take advantage of the victims of Hurricane Harvey;

NOW, THEREFORE, be it known that price gouging is unlawful throughout Texas and that violations of subsection 17.46(b)(27) of the Texas Business and Commerce Code may be investigated and prosecuted by the attorney general anywhere throughout the state.
