Title 19, Part 7

The State Board for Educator Certification (SBEC) proposes the review of Title 19, Texas Administrative Code (TAC), Chapter 231, Requirements for Public School Personnel Assignments, pursuant to the Texas Government Code, §2001.039. The rules being reviewed by the SBEC in 19 TAC Chapter 231 are organized under the following subchapters: Subchapter A, Criteria for Assignment of Public School Personnel; Subchapter B, Prekindergarten-Grade 6 Assignments; Subchapter C, Grades 6-8 Assignments; Subchapter D, Electives, Disciplinary Courses, Local Credit Courses, and Innovative Courses, Grades 6-12 Assignments; Subchapter E, Grades 9-12 Assignments, Subchapter F, Special Education-Related Services Personnel Assignments, Subchapter G, Paraprofessional Personnel, Administrators, and Other Instructional and Professional Support Assignments, and Subchapter H, Assignments for Teachers Certified Before 1966.

As required by the Texas Government Code, §2001.039, the SBEC will accept comments as to whether the reasons for adopting 19 TAC Chapter 231, Subchapters A-H, continue to exist.

The comment period on the review of 19 TAC Chapter 231, Subchapters A-H, begins March 31, 2017, and ends May 1, 2017. The SBEC will take registered oral and written comments on the review of 19 TAC Chapter 231 at the June 9, 2017 meeting in accordance with the SBEC board operating policies and procedures. The Texas Racing Commission files this notice of intent to review Chapter 301, Definitions, Chapter 303, General Provisions, Chapter 319, Veterinary Practices and Drug Testing, and Chapter 321, and Pari-Mutuel Wagering, Subchapters A - E. This review is conducted pursuant to the Texas Government Code, §2001.039, which requires state agencies to review and consider for readoption their administrative rules every four years.

The review shall assess whether the reasons for initially adopting the rules within each chapter continue to exist and whether any changes to the rules should be made.

All comments or questions in response to this notice of rule reviews may be submitted in writing to Mary Welch, Assistant to the Executive Director of the Texas Racing Commission, at P.O. Box 12080, Austin, Texas 78711-2080, telephone (512) 833-6699, or fax (512) 833-6907. The Commission will accept public comments regarding the chapter and the rules within it for 30 days following publication of this notice in the Texas Register.

Any proposed changes to the rules within Chapters 301, 303, 319 and 321, Subchapters A - E as a result of the review will be published in the Proposed Rules section of the Texas Register and will be open for an additional 30-day public comment period prior to final adoption or repeal by the Commission.

Adopted Rule Reviews

Texas Racing Commission

Title 16, Part 8

The Texas Racing Commission has completed its reviews of Chapter 307, Proceedings Before the Commission, and Chapter 323, Disciplinary Action and Enforcement. These reviews were conducted pursuant to the Texas Government Code, §2001.039, which requires state agencies to review and consider for readoption their administrative rules every four years.

Notice of the rule reviews was published in the September 26, 2014, issue of the Texas Register (39 TexReg7785).

The commission received no comments on the rule reviews in response to the notice.

The Commission has determined that the reasons for initially adopting each rule within the chapters continues to exist and readopts the chapters with no changes.
