CHAPTER 151. GENERAL PROVISIONS

The Texas Board of Criminal Justice adopts amendments to §151.3, concerning Operating Procedures for the Texas Board of Criminal Justice, without changes to the proposed text as published in the November 3, 2017, issue of the Texas Register (42 TexReg 6125).

The adopted amendments are necessary to conform the rule to legislation from the 85th legislative session, HB 3047, regarding Open Meetings requirements when holding a video conference meeting.

No comments were received regarding the amendments.

The amendments are adopted under Texas Government Code §§492.005 - .007, 492.013, and 551.001 - .146.

CHAPTER 215. TRAINING AND EDUCATIONAL PROVIDERS

37 TAC §215.21

The Texas Commission on Law Enforcement (Commission) adopts new §215.21, concerning Credit for High School Public Services Endorsement with changes to the proposed text as published in the October 6, 2017, issue of the Texas Register (42 TexReg 5375). The change is to subsection (b) with the correct reference to Security Career Cluster under 19 TAC Chapter 130, Subchapter L.

This new 37 Texas Administrative Code, §215.21 Credit for High School Public Services Endorsement, establishes requirements for accepting a public service endorsement under Texas Education Code §28.025(c-1).

This new rule is necessary to follow the requirements of HB 1545.

No comments were received regarding adoption of this new rule.

The new rule as adopted is in compliance with Texas Occupations Code §1701.151, General Powers of the Commission; Rulemaking Authority and Texas Education Code §28.025(c-1).

No other code, article, or statute is affected by this adoption.

§215.21.Credit for High School Public Services Endorsement.

(a) In addition to the units of the basic peace officer course, a law enforcement academy shall report 40 additional training hours for an applicant who provides a high school transcript indicating that the applicant has earned a public services endorsement under Texas Education Code §28.025(c-1).

(b) The transcript must reflect that the applicant has completed courses that directly relate to law enforcement, such as those in the Law, Public Safety, Corrections, and Security Career Cluster under 19 TAC Chapter 130, Subchapter L.

(c) The effective date of this section is February 1, 2018.

The agency certifies that legal counsel has reviewed the adoption and found it to be a valid exercise of the agency's legal authority.
