Military and Overseas Voter Empowerment Act (“MOVE”)

RE: Military and Overseas Voter Empowerment Act (“MOVE”)

Last month the Office of the Texas Secretary of State issued a memorandum concerning the implementation of the federal Military and Overseas Voter Empowerment Act (“MOVE”).  As stated in the memorandum, we met with a small group of local county election officials to discuss MOVE implementation.  To obtain compliance with MOVE, the Secretary of State’s office is proposing administrative rules concerning sending blank ballots electronically and creating a ballot tracking system which will allow military and overseas voters to determine the status of their ballot. 

The proposed rules (PDF,258k) will appear in the June 4, 2010 edition of the Registrar.  The rules may be adopted as early as July 5, 2010.  These rules reflect comments made by our focus group of election officials, but we encourage you to review the rules carefully and submit written comments no later than July 3, 2010.  These documents are attached for your review.

Expertise from county officials like you will be essential for the state to develop a realistic and fully compliant plan.  Thank you in advance for reviewing the proposed rules.
